THE Labour group has steamrollered through a new constitution for Blackburn with Darwen Council. Decisions will be made by just eight councillors on an executive board with the two opposition leaders listening in.
At the same time, they propose increasing the number of councillors from 62 to 64. Nothing is more likely to put off the electors than these changes -- unless voters are determined to end this sham.
For aspiring councillors, there is the prospect of being left in the cold, unable to take any effective part in proceedings. True, a few will be on scrutiny committees, but, in future, not even the full council can legally reverse decisions of the executive board.
Was there enthusiasm for the new constitution? Only the proposer and seconder of the motion spoke in its favour.
