CCTV could be installed in Bold Venture Park to stop youngsters causing further trouble.
Head of amenities at Blackburn with Darwen council Tom Wilson, told the park's Friends Group that CCTV had been installed at Corporation Park at a cost of about £13,000.
He said: "We are looking at the possibility of CCTV at Bold Venture Park as well and have referred the matter to a CCTV engineer."
Providing a youth shelter was again raised following discussion at a previous meeting.
But Allison Porter, the council's Community Development Officer for Parks said: "It's great, because people know where the youths are, but one youth shelter was put up where there was rivalry between different youth groups and it made things worse."
Kate Clements, of Blackburn with Darwen Youth Services, said: "We need to talk to youngsters about what they want. If they are involved with something like this from the beginning they are more likely to look after it and use it.
Member Julie Hackett said installing something like a graffiti wall might help stop vandalism in the park.
Residents agreed the problems with gangs hanging around the park were not as bad as they had been in the summer, but there had still been incidents of vandalism.
Chair of the Friends of Bold Venture Park David Hackett, said: "We have got to get to the root of the problems and should have dialogue with the teenagers if we are to achieve a more legitimate use of the park."
Sunnyhurst ward councillor Dave Smith said: "There's no doubt about it, the park is a hot spot area for problems."
It was agreed that the group would benefit more from having a cross-section of people on its committee, such as those with families and younger people.

The group's next meeting will take place on January 17 at 7.30pm at Holy Trinity School, Bank Top, Darwen.
