RADICAL plans to reform the police have been welcomed by Bury MP David Chaytor.
The Government's White Paper proposes extending policing to community support officers and organisations such as street wardens.
These officers would work with the police and use their facilities to tackle problems like graffiti, abandoned cars and rowdy gangs.
They would also draw up and enforce anti-social behaviour orders and acceptable behaviour contracts.
Mr Chaytor said that although crime had fallen, detection and conviction rates were still too low.
"Reform of the police is essential to ensure that criminal and anti-social behaviour is tackled effectively and that people feel safer in town centres, streets, and their homes," he said.
"The commitment and courage of the police is not in doubt, but too often their work is hampered by paperwork and outdated regulations.
"By harnessing the network of community organisations and developing community support officers, policing will be more visible in our parks, high streets and estates."
