THREE times a week, I make a bus journey which takes me up Oak Street, Blackburn. The spare ground and the factory premises there are used as dumping grounds and are horrendous.

They have been cleaned up in the past, only to return to this state shortly afterwards. There are many other places also like this in Blackburn.

If the council placed skips at various points on a regular basis, I am sure the public would use them and, surely, it would be cheaper than the cost incurred at present.
