FOREIGN Secretary Jack Straw has been negotiating with Spain over the future of Gibraltar without the sanction of either the Gibraltarian Government or people. It is rumoured that he has reached a Joint Sovereignty Agreement with Spain. Can I ask him to clarify the position?
Will any change in the status of Gibraltar be subject to a referendum in Gibraltar, with the questions being approved by the Government in Gibraltar?
If his agreement with Spain is rejected by Gibraltar, will all accords with Spain concerning sovereignty fall?
If any deal is rejected by Gibraltar, will he proceed to decolonise Gibraltar either by giving Gibraltar full independence or by full integration within the United Kingdom or by any other arrangement acceptable to Gibraltar such as Crown Dependency status like the Isle of Man and the Channel Islands?
If he is unable to answer these questions, we can only conclude that he has come to some shabby deal with the Spanish and ignored the rights of Gibraltar citizens.
