COUNCILLORS made a plea for a waste transfer station to be introduced in Rossendale to stop problems with litter collection on windy days.
The two tips that Rossendale's vehicles use -- Rakehead and Deerplay -- are both based on hill tops and close down on windy days.
At the development and environmental services committee Coun David Hancock said he had been approached a number of times by residents on the Balladen estate who thought the bin day had been changed.
He said: "People are getting very confused because the bins have not been emptied on the Wednesday, instead they have been done on the Thursday for a number of weeks. People are now stopping me in the street to discuss it.
"There is a bus route through this estate and last week the bins were knocked over in the wind and the rubbish ended up across the road."
But David Rigby, environmental services manager, said: "Because of the appalling weather we have not been able to make the collection when we would normally because the tips have been closed and we have had to go to Whinney Hill or Burnley."
He said going to the other tip sites took more time which is why Rossendale has been pressing for a waste transfer station so waste could still be removed on time in bad weather.
