BENJAMIN Quinn, 18, of Roman Road, Blackburn, was bound over in £50 to keep the peace for six months when he appeared before Blackburn magistrates and admitted a breach of the peace.
A charge of being drunk and disorderly was withdrawn.
The court heard that police were called to a disturbance outside Blackburn library involving about 15 people.
Quinn gesticulated towards the officers and mouthed abuse.
He refused to move on when asked to.
Michael Blacklidge, defending, said Quinn had been out with friends and had taken advantage of a not to be repeated offer of £1 a drink.
"He wasn't involved in the skirmish but he accepts his behaviour was not acceptable," said Mr Blacklidge.
