A LANDOWNER who wants to build 12 houses in Haslingden is planning to address councillors at a meeting tomorrow to persuade them to grant approval.
Leo Wrigley, of Rising Bridge Road, says the land behind his home is no use for agriculture -- but it is still in the green belt.
He has had two previous applications for the site turned down, but said he was confident the development control committee at the town hall in Rawtenstall would give the plan the green light.
He said: "The land in question was left isolated from a farm by the construction of the A56 Haslingden by-pass, and after 11 years is no longer useful for any agricultural purpose."
Mr Wrigley said his claims are backed by estate agents and builders one who described the site as ideal for building.
The plans have prompted a petition bearing 68 signatures from people concerned the land is green belt and the scheme could lead to an increased volume of traffic.
Council officers are recommending the plans be refused.
