BUSINESS leaders fear plans for regional assemblies in England could cost billions and create even more bureaucracy.
Bolton and Bury Chamber said its members were "unconvinced of their value".
Mr Andrew Ratcliff, chief executive of Bolton and Bury Chamber, which represents more than 1,200 businesses, commented on the publication of a White Paper on the Regions.
He said: "We recognise the Government's commitment to devolving power across England. Business is also in favour of increased democracy and accountability.
"However, how can there be democracy if industry views are not represented on regional assemblies?"
He added: "With Government regional offices still in existence, there will still be too much bureaucracy in the system.
"If each one were to cost half as much as the Greater London Authority, then taxpayers will face a bill of £1.4 billion per year."
