DAVID John Hillary "completely lost it" after colliding with another car in Henthorn Road, Clitheroe.
Blackburn magistrates heard he drove off in a panic and failed to stop, even when a police car gave chase with blue lights flashing.
The court was told how Hillary drove his Vauxhall Astra out of Thorn Street and hit a car being driven by Paul Wilkinson, spinning it through 180 degrees.
Mr Wilkinson was able to note Hillary's registration plate, despite being injured in the collision.
Hillary, 22, of Riverside, Clitheroe, pleaded guilty to driving without due care and attention and failing to stop after an accident. He was fined £250 with £55 costs and his licence endorsed with nine penalty points.
Wendy Chappell, prosecuting, said when Mr Wilkinson fell as he stepped from his car but was able to give details of the other vehicle to people who rushed to his aid.
Basil Dearing, defending, said Hillary had panicked. "He completely lost it and quite simply did not know what to do".
