I AM 69 and disabled and on moving home last week a lot of rubbish was left outside.
I asked the council if they would remove it, but they only would if I paid £25 though it was not my rubbish.
Blackburn Lions helped me with some packing and unpacking and in the end took away the rubbish. Thanks to them all.
Blackburn with Darwen Council should sort out the rubbish problem before putting up council tax.
