His side currently lie second from bottom after picking up just 10 points from 13 games, and the manager believes that strengthening the squad is the only way forward for the club.
"We can't run a Conference team on 15 players, it's as simple as that," said Waywell, who lost the services of star striker Tony Black to Accrington Stanley last week after he had spent three and a half years at Hilton Park.
"I'm always talking to players but I don't know what resources I have to sign them. We need to be paying Conference wages for quality players but we just can't do that, and if we don't do something soon then we will be heading for the UniBond League."
Leigh will take on high-flying Hereford United on Tuesday with every game picking up added significance to the relegation battle.
