Graham Brooks, aged 25, was searched in Manchester Road, Bury, and was found to be carrying 2,600 grammes of the drug.
Brooks, of Belle Vue Terrace, Bury, claimed that he had found the drugs after seen a group of men acting suspiciously around a grassed area, Bury magistrates were told.
The court heard that when a search was carried out at Brooks' home, three cannabis plants were also discovered.
