OLD folk in need of extra care are being given the chance to retain their independence thanks to a new council scheme.

Blackburn with Darwen Council and the Portico Housing Association have opened a new sheltered housing complex at St Margaret's Court, Cherry Street, Blackburn.

The 28 flats will be used by old people who need extra care and accommodation adapted to meet their needs, but who do not wish to go into residential homes.

The high-specification flats include wheelchair access, en-suite bathrooms with grab rails and walk-in showers, assisted bathing suites, a treatment room for medical and chiropody combined with a hairdressing salon, large communal lounge and dining area.

Residents can also have a daily meal prepared and served by catering staff that are based on site.

Councillor Sue Reid, executive member for social services at the council, said: "It will give people who are finding it difficult to cope at home a real alternative to residential care, retaining as much independence as possible while ensuring a sense of security and good quality care." The development of the new centre is one of a number of initiatives the council has pioneered to meet one of its Public Service Agreement targets.

Each of 13 targets, if met, will secure an extra £230,000 from the Government for the council.

One of the targets is the reduction of the number of old people being admitted into OAP homes and a rise in the number being given the option to live independently. by 2004.

Coun Reid added: "We are determined to improve quality of life for people in the borough and modernise services.

"This partnership is just one of the ways we are offering more choice and control to people as they become older and require help to retain independence." Another expanding scheme is at Mayfield Court in Audley where OAPs go for short stays to help rebuild their confidence after they have been in hospital.

Portico's chief executive, Mike Creamer, said: "Portico very much welcomes the support and enthusiasm of social services for this scheme.

"With their help, tenants will move into high quality homes designed for the 21st century, whiles receiving levels of care and support tailored to their changing needs."

Applications forms for the Extra Care Housing Scheme are available from the social services department at Jubilee Street, Blackburn or through Portico Housing Association.
