PRESTON bin collectors' lax attitude to recycling, is a reflection of the Government's lack of commitment to modern waste management.
Preston recycles or composts 12 per cent of its rubbish, marginally better than the UK average of 11 per cent but far behind other countries.
Tony Blair's policy is that the UK will be recycling only one-third of its waste by 2020, and still landfilling a third and incinerating a third.
So in 17 years' time we'll be a land of rubbish dumps and incinerator chimneys.
There is no reason for local or national government to be holding back on pursuing a zero waste policy, it's just a question of vision and political will.
