A FORMAL application needs to be made before the M65 Services sign can be changed.
A Highways Agency spokesman said, site managers of the M65 Services need to make a formal application to the agency.
He added: "We haven't had anything formal and that's what we need if we are to consider changing it.
"Blackburn Interchange Limited must send us a letter before we can consider it."
Margrams, site occupiers, have already voiced opposition to the sign.
Andy Coverdale, site manager, said: "We have nearly 1,000 names on a petition to change the name from Blackburn to Darwen.
"This shows the strength of feeling of the people who come in here."
The agency spokesman continued: "It isn't a simple matter because it must fit in with our strategic signing strategy and they will have to pay for it."
