A £7 million million pound plan to transform the Pimhole area of Bury is one step nearer.
Town Hall bosses say they are "minded" to declare it a Renewal Area and provide cash to improve run-down housing and derelict land.
However, they want to examine all the financial implications and carry out futher public consultation before making a final decision at the executive meeting on March 19.
Their thinking follows a Neighbourhood Renewal Assessment (NRA) in East Bury which identified the area as having as low income, poor housing, and residents unhappy with their living conditions, surroundings and crime.
If councillors decide that renewal status is the best way to improve the area, it could mean that the council will put in £7.2 million over the next five years.
A public exhibition giving more detailed proposals will be held on Wednesday March 5 at the Jinnah Centre in Alfred Street, Bury between 11am and 7pm.
