RIBBLE Valley Borough Council is getting tough bid to beat a growing litter problem.
The authority has authorised a further 20 officers to issue fixed penalties on people who "jump the gun" by putting rubbish in alleys and on the street before collection day.
In recent weeks 23 £50 fixed penalties have been issued and residents are warned that more will follow unless they clean up their act. A letter delivered to 1,000 homes in recent weeks says: "Initially the council adopts an educative approach to this problem.
"Where householders continue to place refuse in an unacceptable manner, which is considered to be an offence, this will result in either a fixed penalty of £50 or a possible maximum fine of £2,500 for illegal tipping where refuse is left without proper authority." The council is concerned that putting rubbish out early narrows the pavement and can result in a tripping hazard for pedestrians, particularly in unlit back streets.
"There is also the risk of damage by dogs, cats and vermin," says the leaflet. "This can result in a significant litter problem which is then costly to collect and remove."
