WHY is a person with a full "moped" licence required to sit a "motorcycle" test?

Riding a manual moped is exactly the same as riding a manual motorcycle and riding a "twist and go" moped is exactly the same as riding a larger cc/BHP "twist and go scooter."

With the motorcycle test on a 125cc bike you are restricted to riding a 33 BHP maximum bike for two years prior to automatically -- without a further test -- being permitted to ride the most powerful street-legal machines.

Why, therefore, is a person who has held a full moped licence for two years not permitted a full licence for a 33 BHP motorcycle or scooter and two years after that permitted to ride any cc/BHP motorcycle all without further test?

Also, why does the government insist there is a need for separate theory tests depending on the vehicle you are driving when a look at all these tests shows that high on all the content is virtually the same?

Thirdly, compulsory basic training on motorcycles is almost exactly the same as for the 1970s motorcycle test. Why, then, are people required to sit a further test to hold a full motorcycle licence and why does this training cost an average of £80 and a "test" about £50 on top of that?
