PENDLE Council is due to decide the future of empty buildings in Nelson town centre.
The buildings, in Scotland Road and Manchester Road, are adjacent to the Woolworths site.
A survey of the area and the buildings has been undertaken on behalf of the council.
The study recommends redeveloping the whole area. A proposal to build a 10,000 sq ft retail unit has been put forward.
The report also suggests that a 4,500 sq ft themed leisure or pub facility is built on site.
A council report said a local trader, who has not been named, recently made an offer to purchase a large section of floorspace at the site.
Discussion are to be held between the trader, Pendle Borough Council and the North West Development Agency and a report on the discussions sent to the council's executive committee.
The work is part of the council's objective of regeneration for the Pendle borough.
