REGARDING your report (LET, April 11) on traders being told to pay for taking waste paper and cardboard to the municipal recycling centre in Clitheroe, here is a segment of society being unfairly targeted.
The small trader generates a larger portion of waste than a householder. Local government sees them as an open wallet.
Novia Scotia has solved this by a waste disposal fee on every householders' tax/rates bill. All businesses are treated differently -- they pay the hauliers by the ton or bag. Anyone who takes rubbish to the dump transfer station pays approximately 2p per pound. Householders with a car's back seat or a boot full of garbage pay a nominal fee of approximately £2.
If you have a huge load or minivan full you have to weigh in full and pay a deposit and weigh empty and pay the difference. I know Britain has a problem with 'fly tippers.' Ours are fined heavily if caught.
We have deposits on all beverage containers refundable at recycling depots -- approximately 4p on every container. We have no waste bottles or cans on the streets and all garbage is sorted for paper, metals, foodstuffs, glass, etc. -- quite a system, it employs a lot of personnel and is very environmentally friendly.
