PLANS by Sure Start to buy land at Leach Street, Colne, with the aim of creating a child care centre were put on hold when councillors decided more consultation was needed.
The Estates Department of the Burnley Health Care Trust were appointed agents on behalf of Sure Start to find and buy a suitable site and Leach Street was identified as being the most appropriate in Colne.
The centre would include child care facilities, offices and some medical support.
Councillor Ian Robinson said he was not happy with the proposal as he believed the site was green field.
Coun Edwina Sargeant said: "This is something we need badly but I don't know if this is the right site."
It was decided that a meeting would be arranged which would be attended by residents from the Bunkers Hill estate and clients of Sure Start.
