LANCASHIRE County Council may demolish and rebuild a Nelson nursery.
Plans for Walton Lane Nursery also include seven car parking spaces and the demolition of two timber classrooms.
The new buildings will provide improved facilities and extra teaching and storage space, but concerns have been raised about the design of the development.
The site is served by a track linked to Walton Lane, close to Marsden Park Golf Course, and the council has had to make an assessment of the school's impact on traffic.
A LCC spokesman said: "The main issues raised concerns the inadequacy of the site access from Walton Lane, which is of single car width. A traffic and safety manager has expressed concerns that it is inadequate, given the increase in pupil numbers proposed at the nursery.
"A local resident has also commented on existing traffic and parking problems at the site.
"The applicant has acknowledged the need to carry out improvements to the access and is seeking to purchase land to widen it."
The plans are recommended for approval when Lancashire County Council's development control committee meets tomorrow.
