CARRIE-ANN Brown, 14, died following a car crash on the M6 after being driven away from her foster home in the Whitebirk area of Blackburn on August 14.
Her father Sean Brown has since been charged with the attempted murder and rape of his daughter.
The teenager, from Darwen, had been placed with foster carers by Blackburn with Darwen Council social services.
The department launched an investigation into the events which led to the teenager leaving the foster carers' home before the incident. Support was also made available through the department to Carrie-Ann's family and foster carers after her death.
Following the incident, Stephen Sloss, director of Social Services for Blackburn with Darwen council, said: "In circumstances such as these it is proper that a full investigation takes place under the Area Child Protection Committee.
"This will seek to determine how the agencies have planned and worked together for this child."
Carrie-Ann's grandmother described her as a lovely girl who would help anyone.
Her mother said: "When I had a car accident a few years ago, my daughter pulled me out and I really wanted to help her out of this but I couldn't."
