A MAN who noted the registrations of four wagons illegally dumping waste at Pennington Flash in Leigh was disappointed when the local authority refused to act because he wouldn't give his name.
"It's absolutely ridiculous," he told the Journal, " If the authority had acted quickly they could have caught them. I offered to take photos but the Council wasn't interested. I didn't want to identify myself for fear of reprisals.
A Council spokesman said: "We cannot take legal action on the strength of a completely anonymous phone call. To succeed it needs witnesses to stand by what they say and put their name to it."
