Mohammad Anayat has been appointed as executive member to the Lancashire Board of Crimestoppers.
His role will be to help develop relationships and partnerships.
Anayat said, "It is clear to me that in order to improve we need to have more widespread representation on the Police and with other links to the constabulary.
"I will be working, along with my colleagues on the board, to establish links with all the authorities in particular the divisional commanders at Lancashire Constabulary to do joint presentations to local schools and universities, community centres, youth clubs, town halls etc that it is the responsibility of us all to report crime in order to help cut it.
