PLEASE Sir, Me Sir, could I now praise Blackburn Council for the 'wondrous job' that they have done on Church Street? Also, the fantastic success of the 'Orbital Route' which (everyone?) loves to pieces, both the business rate payers and motorists driving in Blackburn?
Hopefully, Fleming Square will finish up as a financial success for the council tax/business rates payers of Blackburn (with Darwen of course!) So Sir, please Sir, do I qualify for the 'O B N' (Order of the Brown Nose)?
