A MULTI-MILLION pound refurbishment of Blackburn shopping centre was announced by new owners Standard Life.
The package of improvements included roofing Victoria Court, creating a new court on the ground floor of the old Co-op building, re-cladding the white tiles and plans to improve Lord Square. Most of the elements were to be completed by Easter 1995, although the Lord Square plans were not given a timescale.
