ALL horse lovers must have a passport for their animals by the end of June 2004 or face prosecution.
Wigan Council is urging owners to act now to help in trading and prevent horses from entering the food chain.
The documents contain details of the horse's medical history, including information on veterinary drugs that have been given.
The new government legislation will bring the UK in line with Europe and eventually every horse issued with a passport will be entered into the computerised National Equine Database.
Cllr Lynne Liptrot said: "The system has a great number of benefits, one of the most important of these will be its potential to help fight illness and prevent the spread of disease.
"The passport will last for the horse's lifespan and failure to comply could lead to a fine of up to £5,000 or up to three months prison." Helpline number 08459 335577.
