LANCASHIRE County Council were leading the field in encouraging people to take an interest in planning decisions.
The council was only one of seven in the country to provide people with photocopies of planning application forms free-of-charge.
College lecturers in East Lancashire were set to go on a series of strikes to fight changes to their contracts.
