I WAS intrigued to read on page two of the Lancashire Evening Telegraph of Friday, March 19 about the Panopticon Plan for Corporation Park.
My new dictionary gives the definition of the word Panopticon as follows: "A circular prison with cells arranged around a central well from which prisoners can at all times be observed."
Could someone explain what "prisoners" are going to be housed there?
