IT IS good news that all 25 governments of Europe now seem united in supporting the draft EU constitution. It is not a perfect document but it's a great deal better than the existing treaties.

The constitution will end the secrecy behind which key decisions have been made and strengthen the role of national parliaments in holding ministers to account and challenging proposed laws.

It will help Europe speak with a single voice on a world stage otherwise dominated by President Bush, will give individual citizens new legal rights and make it more difficult for countries like France and Spain to block needed reforms.

Rejecting it wouldn't mean that the EU goes away but just that we muddle along with the same problems.

Liberal Democrats are calling for a referendum on the issue. Without doubt we should vote yes.
