PLANS to build a block of apartments on the site of a former Nelson care home look set to fail after concerns were raised about its impact.
The proposal, on behalf of Sammon Estates, is to demolish the existing building, formerly the Parrock House care home, in Parrock Road, Barrowford, and replace it with a block in two and three storeys.
But now the scheme looks set to be rejected after Pendle Council received 11 individual complaints about traffic concerns and the development being 'out of character' with surrounding properties.
A planning consultant was also contacted to represent the objectors.
Now a report by the planning department recommends that Barrowford and Western Parishes Committee refuse the scheme when they meet on May 6 because of the impact of the development on existing premises in the area.
If the scheme is accepted the present two storey building, located near the north edge of the site, would be bulldozed and replaced with a larger, more centrally located site containing 12 apartments with 18 car parking spaces.
A tree protected by a tree preservation order would also have to be felled.
The report says the main issues concerning the project are the demolition of the property, effect on the appearance and character and the loss of trees and shrubs.
It continues: "The proposal would be partly two, partly three, storeys in height and would be set in the middle of the site.
"The three-storey design of the central part of the proposal would give it a visual dominance out of keeping with the existing character of development in the locality. Also the proximity of the building to publicly prominent site boundaries, and the significant reduction in green open space within the site would amount to overdevelopment out of keeping with the area development's spacious character."
