NEXT month's European and council elections are open to abuse, claims the Electoral Reform Society.
The campaign group has echoed the fears of several East Lancashire politicians that the all-postal ballot could be exploited.
Ballot papers were due to be sent out on May 25.
A voluntary code of conduct has been drawn up for councils to safeguard the elections on June 10, but some are understood to be unconvinced by its worth.
Worries over the security of postal ballots were raised after investigations into allegations of election fraud in Pendle and Blackburn.
Colin Rigby, Conservative leader on Blackburn with Darwen Council and Lord Tony Greaves, a Pendle Liberal Democrat, have expressed concerns about the postal ballot.
The announcement followed a long-running Parliamentary battle between the House of Lords and the House of Commons over postal voting and a recommendation by the Electoral Commission that the North West should not be included in an all postal voting trial.
