A NEW multi-storey car park and student apartments could be built in Blackburn as part of a council-backed drive to bring a university to East Lancashire.

Blackburn with Darwen Council is keen to see the town's college expand so that it can eventually make a bid for university status.

Town hall bosses would like to attract students from outside the region to come and live in the town.

Students, and the money they spend, is seen by some as a way of attracting new businesses in to the area.

The move is also part of a drive to boost Blackburn's night-time economy.

The council has announced proposals to build a car park up to five storeys-high with over 500 spaces.

Shops and accommodation for up to 56 students would also be built on an existing council-owned car park, next to the Waves Water Fun Centre, near to the college.

Atlantic Property Developments, the company that built the newly-completed Capita office block, in Barbara Castle Way, has drawn up plans for the site.

Graham Burgess, Blackburn with Darwen Council's executive member for regeneration, said: "This development is an excellent solution to the increasing demand for car parking spaces within the town centre.

"And at the same time it addresses our desire to attract town centre living and develop the evening economy.

"We are delighted that Atlantic Property are continuing with their involvement in the regeneration of the town centre after the completion of the new Capita building in Barbara Castle Way.

"We are confident they will ensure the building is of the highest quality."

Sheena Ewing, principal at Blackburn College, added: "The college is actively engaged in discussions with the local authority over this project, which would be beneficial to the town."
