I also read "the Council will underwrite the early stages of the scheme to ensure it doesn't get delayed while waiting for grants to come through."
I wondered if the Council will be using the money they have saved by not paying wardens and relief wardens of sheltered accommodation the minimum wage for the last six years?
I bet the wardens wish they could afford a glass of Chardonnay.
