COUNCIL bosses were unable to explain why a Darwen man was sent proxy postal voting forms two years after his death.
Relatives of George Heyes reacted angrily when the forms arrived at his former home in Birch Hall Avenue.
So far, council officers have been unable to clarify how or why the forms were sent out.
Mr Heyes's furious daughter Deborah said the all-postal pilot was open to abuse.
