PLANS to transform Victoria Mill, Chapeltown, into apartments have been submitted to Blackburn with Darwen Council - just months after similar proposals were attacked by parish councillors.

Medlock Construction Ltd, a general building firm based in Oldham, has applied to turn the former mill into 14 apartments and office space and to transform an outbuilding into offices.

Last September, a similar proposal to convert the mill building into apartments and a business centre was opposed by parish councillors who believed the development would be too big.

North Turton Parish Council rejected the previous proposal to remodel and extend the mill to create apartments, on the grounds that what they described as a 'major' development was not sustainable in the village, which lies between Edgworth and Bromley Cross.

They also believed that the village did not have the necessary infrastructure, employment opportunities or amenities to support it. The nearest post office and off-licence is three-quarters of a mile away and the closest grocery shop is one-and-a-half miles away in Bromley Cross.

It is also a green-belt area and potential traffic hazards were raised as a concern.
