ONE angry Evening Telegraph reader blamed the ever-rising tide of crime on Blackburn's streets on MPs who would not use their power to bring back hanging. Conservative supporter Walter Halstead sent a letter to Home Secretary Michael Howard to demand a national referendum on the return of capital and corporal punishment.
