A MOTHER of two has just moved into her new house with the beautiful view of - a dumped caravan.

Lesley Speirs, of Rothesay Road, Shadsworth, was outraged when she realised the disturbance she heard outside her house was someone leaving the vehicle.

The caravan, dumped in a parking bay outside Miss Speirs's house, has been there for three weeks. And it could be for around for much longer after the council told her they could not move it - and neither could she.

Today, a spokesman for the Bin The Banger campaign, run by police and Blackburn with Darwen Council, said inquiries were being made to try to trace the owner before the caravan could be moved.

Miss Speirs, 26, said she had heard some commotion outside her house when she was in bed but thought nothing of it. But to her horror, when she looked outside her window the following morning she saw the "monstrosity." She said: "I can't even park outside my own house."

Joint initiative Bin The Banger, as part of the Community Safety Partnership with Blackburn with Darwen Council and Lancashire Police, is responsible for moving abandoned vehicles in the borough.

Miss Speirs added: "I was told there was nothing I could do about it and that if I moved it myself and damaged it, I could be charged for the damages.

"It is ridiculous. I am so angry that I am helpless in this situation. I have got enough to be doing with decorating and getting the house sorted."

PC Colin Dassow, co-ordinator of Bin The Banger, said: "Bin the Banger is an initiative promoted by the community safety partnership and is a spin-off from the very successful Thrash the Trash campaign run by the council.

"The aim of the initiative is to make sure abandoned vehicles are not left littering the highway and to make it easier for residents to get rid of their own cars free of charge.

"Staff responsible for Bin the Banger are still making inquiries about the ownership of the caravan before they can remove it.

"Every effort will be made to ensure the owner removes the caravan. If not, the caravan will be removed and stored while the owner is found."
