ON September 29 we had the headteacher of St Christopher's High School in Accrington telling other heads to make sure they spend all, if not more, than their annual school's budget!
The reason? Any monies left at the end of term will be "clawed back" by the local authority and the following year's budget will be cut accordingly relevant to the previous year's under-spend!
Then we discover that the East Lancs NHS hospitals trust is expecting to be £5.5million overspent by the end of this financial year.
As they overspent the previous year, they missed out on their "three-star" status, which would enable them to become foundation hospitals!
So, if you don't spend enough of your budget, you are punished by the bureaucrats and if you overspend on your budget you are more seriously punished by the bureaucrats!
Were they not such important topics as health and education, it would be laughable.
