STAFFING problems in the planning office at Rossendale Council have led to a reduced service.
Following the departure of planning officer Daniel Hartley and others, planning services have been cut while the council appoints new officers.
Officers at Stubbylee Hall, Bacup, are now only available to take calls or meet customers before 11am and after 3.30pm.
Planning application packs and guidance booklets can be obtained from the planning office.
Councillor Christine Lamb, opposition spokeswoman on the planning committee, said: "The situation at the moment is not acceptable.
"We are not offering a full planning service to members of the public.
"Hopefully new staff will be recruited in the very near future and the problems will be resolved."
Highways advice is available from the planning office or David Bloomer, Lancashire County Council's highways engineer on 01772 534510.
Until full service is resumed application forms and guidance notes can be printed from the council's website available at www.rossendale.gov.uk
