COUNCILLOR Mike Connolly (Letters, October 8), in attempting to answer a reader's query about car boot "parkers", has raised even more questions.
He implies that NCP does not have jurisdiction over roads without parking restrictions. I must remind him that it is an offence to park with two wheels on the pavement, with or without, double yellow lines.
Also, how does he explain the recent case of a Bury businessman who, in frustration, painted his own double yellow lines in Croft Street and was booked by an NCP attendant -- even though there were no restrictions in force? How does he explain the fact that the same attendant had walked past several vehicles parked with two wheels on the pavement, but didn't take any action?
Why do attendants regularly patrol the outlying roads such as Walmersley Road, Bolton Road, Manchester Road, Bell Lane, Wash Lane, Radcliffe Road, Dumers Lane, Rochdale Road and their adjacent side streets where restrictions do not apply?
How are the public supposed to understand all this? The whole thing is a mess. NCP or the police, how are we supposed to know? Would the police turn out anyway? They seem to have difficulty even responding to 999 calls.
