BURY Council is taking further steps to move it up the performance league.
It has drawn up an improvement plan after an Audit Commission inspection which noted that Bury had come within a whisker of being a good council.
Only 18 months ago, it was given a "poor" rating, but has since been declared the most improved in the country.
Councillor Tony Isherwood, executive member for performance and change, said: "While we are pleased with the Audit Commission's positive comments we now need to push on with this improvement programme."
Many of the points relate to performance management, information computer technology, community leadership and corporate planning.
