Sub-officer Keith Armstrong, from Lancashire Fire and Rescue, said Mark Meath, of Haslingden, had climbed over a fence on to the railway line and injured himself.
Firefighters, who were called to the scene at around 2.45pm, gave him first aid at the side of the track.
