A DISABLED man from Colne was left fuming when he was fined for parking his car outside his own home.

Peter Hartley, 57, has lived in Hall Road for 23 years and has both a resident's parking permit and a disabled badge.

But on March 23 he got a parking ticket despite, he claims, the Parkwise warden having seen his permit earlier in the day.

And Mr Hartley, who suffers from multiple sclerosis and said he used to chat with the Parkwise wardens, is refusing to pay the £60 fine -- which could land him in court.

Pendle Council bosses were today investigating after Mr Hartley wrote to its chief executive Stephen Barnes to complain.

He said: "I was annoyed to say the least. He told me he saw the permit in my window when he came round at 9am but he has a job to do and if he doesn't see a permit in the car he has to book it.

"I said 'Doesn't common sense prevail?' He said 'This is what it says in the rule book, this is what I have to do'. It's a brainless mentality.

"I've paid £12 to park at my own door as it is and then I've got this £60 fine. I'm not paying it, no way. They can take me to court if they want, I don't give a damn."

Mr Hartley claims condensation in the car meant the parking permit became unstuck and fell off the windscreen.

And he said wardens should be given a list of which cars in the street have permits to check if they cannot see a badge.

He said: "My tax disc has fallen off before and the coppers have come round and said they've checked up and know I've got one and asked where it is. They put it back on for me and away they went."

A spokesman for Pendle Council said: "It sounds like the ticket was issued correctly but Mr Hartley is welcome to appeal if he feels he has a case."
