A large family house in a moorland village has been earmarked for a small children's care home.
The five-bedroomed property in Tockholes will look after three children aged between seven and 17 if a planning application by Grace Jardine of London-based CRS 360 Ltd is approved,
The company's plan would see the young people looked after by up to four carers working on a rota basis.
A design and access statement was submitted with the application for The Heights in Old School Lane to Blackburn with Darwen Council.
It says: "The Heights is a five-bedroom detached property in Tockholes, Darwen, Lancashire, with a semi-rural setting that offers both tranquility and accessibility to local amenities.
"The property will provide residential care for vulnerable children, ensuring a safe and nurturing environment for their development.
"The aim is that children living there will be local children to Blackburn and Darwen or the North West framework area, preventing them from being placed long distances from their families and other connections.
"This peaceful, low-density residential area is characterised by panoramic views, open green spaces, and an abundance of natural beauty, offering a tranquil environment ideal for a children’s home.
"The property’s location balances rural serenity with convenient access to essential services.
"Darwen and Blackburn, both a short drive away, offer a range of amenities, including healthcare, education, and recreational facilities.
"The home will provide residential care for up to three children, supported by a team of trained carers.
"The goal is to create a homely, secure, and therapeutic environment where children can develop their social and emotional skills in a safe and supportive setting.
"The children placed at the home will benefit from individualised care plans, addressing various needs, including emotional, behavioural, and developmental support.
"The home will be compliant with Ofsted standards and local authority regulations.
"The Heights offers excellent accessibility, balancing rural seclusion with efficient transport links.
"The quiet nature of Old School Lane ensures that traffic levels around the property are low.
"The property offers ample off-road parking.
"The home will be staffed 24/7 by trained care professionals.
