The road remains open and a blue "W" sign appears to be pointing at where the water is spilling out.
Although there is congestion on the road the Lancashire Telegraph understands this is due to roadworks and not the leak.
A United Utilities spokesperson said: “Our team has been out and identified a leak at this location. We’re in the process of planning the works and will have a team of engineers on site as soon as possible.
"We’re sorry for any inconvenience caused and will be out to get this repaired soon.”
