A spokesperson for Blackburn with Darwen Council said: “We were made aware of a fly-tipping incident within the Darwen West Ward recently. This included an assortment of building materials including old doors, plastics, and other items.
“Our environmental crime team undertook some extensive investigations by following a trail and speaking to several building material manufacturers and suppliers. Eventually, they managed to track down the person responsible.
“This person has now received two fixed penalty notices from us, totalling £700. If we find them fly-tipping again, they could face prosecution in the magistrates court.
