Officers who stopped a driver in Rishton reportedly discovered he only had a provisional licence and no insurance.
Police said they spotted the driver alone in the Audi and no 'L' plates were on display.
A police spokesperson said: “We located the vehicle on School Street and seized it.
“The driver has been reported for driving without a licence, no test certificate and without third party insurance. The MOT was also out of date.
“The vehicle was subsequently searched and this resulted in cannabis being located, for which the driver has also been dealt with.”
